Multiple Subjects CSET Waiver Evaluations
California Education Code requires that all candidates for a teaching credential must demonstrate they are proficient in the subject matter area of their intended credential. Recent action by the Governor and the Legislature on AB 130 (Chapter 44, Statutes of 2021) has expanded the ways in which candidates may demonstrate subject matter proficiency. The Department of Liberal Studies at 色中色 provides evaluations for Elementary Subject Matter Competency, for use with Teacher Credentialing. See below for options.
This information pertains to students who earned or are earning a Liberal Studies Bachelors Degree through 色中色.
The Liberal Studies Program at 色中色 is a California Commission on Teacher Credentialing-Approved Elementary Subject Matter Preparation Program. Students who complete the current required curriculum of the Liberal Studies program at 色中色 are eligible to meet the Elementary Subject Matter Competency requirement for Teacher Credentialing through completion of the Subject Matter Preparation Program or Degree. Students who graduate from the Liberal Studies program at 色中色 will not need to provide Multiple Subjects CSET scores in the state of California for proof of Elementary Subject Matter Competency. Proof of transcripts suffices for Teacher Credential Program admissions.

This information pertains to students who earned a Liberal Studies Bachelors Degree at Another Institution (not 色中色).
色中色 is no longer completing evaluations for Liberal Studies graduates from other institutions for proof of Elementary Subject Matter Competency. Assembly Bill (AB) 130 was signed by the Governor and became effective on July 9, 2021. Provisions of the bill create new options for credential candidates to meet the subject matter competence requirement. One of the includes completion of an academic major in the subject area of the credential being sought.
- Multiple Subject Candidates: Liberal Studies degrees as well as Liberal Studies degrees that include any focus or concentration in the title.
- Education Specialist Candidates: The academic degree major must be in one of the subject areas listed for either Multiple Subject (Liberal Studies) or Single Subject candidates.
- Master鈥檚 or doctoral degrees completed by a candidate in the exact area of the credential being sought may also count as verification of subject matter competence.
This information pertains to students who earned a Bachelors Degree in an area other than Liberal Studies from 色中色 or at another institution.
Assembly Bill (AB) 130 added several additional options for candidates to demonstrate subject matter proficiency to the existing options. Other new options for demonstration of subject matter include the following:
- Completion of coursework addressing each of the Commission-adopted subject matter domains.
- Completion of a combination of coursework and examination(s) that meets or exceeds the subject matter domains.
The Department of Liberal Studies will provide coursework evaluations for Elementary Subject Matter Competency for individual Multiple Subject CSET subtests and subject matter domains. Students who graduated from 色中色 and/or are attending 色中色, and did not earn a degree in Liberal Studies, are welcome to submit a request for an evaluation to determine if they meet competency for select Multiple Subject CSET subtests. Through the evaluation results, a student will either be provided proof of Elementary Subject Matter Competency via select exams/domains if approved, and/or will be notified of missing domains for eligibility of proof through 色中色. Methods or Pedagogy courses may not be used as part of subject matter evaluation competency; must be degree-applicable coursework (not pre-baccalaureate).
A 色中色 ID Number is required to be evaluated by our campus at this time.
Subject Matter Evaluations may take approximately 4-6 weeks to complete. Candidates, who are planning to submit a program application by December 1st, must submit an application for Elementary Subject Matter evaluation by November 1, 2023.
Please note - If you will not be completing a 色中色 Credential Program, the acceptance of the 色中色 domain evaluation and verification is solely at the discretion of your Preliminary Credential Program Sponsor. Candidates are encouraged to speak to their program sponsor prior to requesting a 色中色 evaluation.
If you do not have a 色中色 ID number, and do not plan on pursuing a program at 色中色, we unable to complete an evaluation of your coursework at this time.

International Degrees: Candidates whose degree is from outside the U.S. must have their transcripts evaluated prior to an evaluation. Foreign transcripts must be evaluated by an approved organization in order to be accepted by the Commission on Teacher Credentialing (CTC).
