Graduating in 1985 with a doctorate in philosophy, Robert received the Henry Reining Jr. Award for Outstanding Dissertation in Public Administration. While at É«ÖÐÉ«, he was active in the Phi Alpha Alpha Honor Society for public administration.

Beginning his professional career in 1974 as a police officer in Buena Park, Jim migrated to Garden Grove in 1980 as the city Administration Assistant and Senior Administrative Assistant and served as Executive Director of the Orange County Division of the League of California Cities.
